DSP-groep studied the policy logic of the measures aimed at asylum-seekers from safe countries and the development of the infulx and departure of this group of asylum-seekers in the period 2013-2018. We also included the influx and departure figures of asylum-seekers from safe countries from before 2016 in the analysis. That made it possible to provide insight into the influx and departure of this group of asylum-seekers before and after the implementation of the measures.

Central questions in this study were:

  • What measures have been taken with regard to asylum-seekers from safe countries and what goals were they intended to achieve?
  • How have these measures been implemented?
  • To what extent is it likely that these measures have influenced the influx and departure of this group of asylum-seekers? And, to what extent is it likely that the measures have contributed to the four goals mentioned in the Letter to Parliament of 17 November 2016?
